Reason:

The basics of twins/twin names came to mind, I don't recall Sakaguchi or Nomura abusing this concept though, so I took a guess that it wasn't human. Shiva and Anima came to mind first. (I consider the other Anima seen in Anima's oblivion overdrive a different other)

"As Cold as it Sounds
You Need Two To Answer."
Cold could've meant cold as in personality, sound, or temperature-wise cold. So I stopped here and worked out your hint.

This, tripped me up. 2 and 1 could've meant 1, 2, or 12. I took a blind guess from 12 that Shiva only appears in airship name (I think) and not entity, seeing that I'm not familiar with WoL or Firion's respective stories. So it leant to Shiva.

"I Only Appear When You Call Me
This is when I was Only One."
This was a tad weird. Summons/Aeons came to mind because of 'I only appear when you call me'. 'This was when I was only one' refers to said being have been just a singular entity before becoming two. Since FF13 came as the latest release, I could rule it out as being part of this hint, as games before FF13 always had Shiva as a singular entity.

I went back to the final lines of your main riddle and came to a conclusion that it was Shiva. I could be waaaaayyy off though, knowing my luck and the way I draw out things.

Though if I get it right, someone else can have my turn, just had a random urge to answer haha.

Waaaayyy off. Kadaj was obsessed with mother to the point that he probably wanted to be sent to the naughty corner for beating up innocent bystanders (Turks).
There was nothing remotely about him that enjoyed people's torment other than torment inflicted to his 'older brother'

You're correct in saying they're a creator, and though the way I've made the riddle (though it seems more like a poem, haha) makes them sound non-specific, this person played a very big antagonistic role in their respective universe.

Seymour's enjoyed the feeling of power, and wanted to create somewhat of a utopia through fear and destruction. Take his intention, and multiply it by a hundred or so, you get this person.

Yeah, I'm giving out hints now. This antagonist was one of the under-rated villains in the FF series, so I'm making it slightly easier.

Seymour's idea of a utopia was to have everyone dead. There wasn't much fear in his plan.

The Occuria never came to mind, mostly because I never got beyond Mimic Queen in FFXII. XD.
But no, that's not the villain I'm looking for.

By under-rated, I mean, Cloud and Sephy fan-boys refuse to acknowledge this character as more epic because they're too blinded by the fact that Cloud and Sephy have big swords, flashy steps, and dance some sort of flashy tango whenever they fight.

This hint is gonna narrow it down a lot.
